India accused Pakistan of continuously using terrorism as a tool of statecraft and cautioned that such behavior cannot be accepted as normal in a pointed and forceful intervention at the United Nations Security Council (UNSC). During a discussion on international rule of law, Pakistan's envoy Asim Iftikhar Ahmad brought up Operation Sindoor, Jammu and Kashmir, and the Indus Waters Treaty. India's Permanent Representative to the UN, Ambassador Parvathaneni Harish, responded sharply.

Pakistan's "false and self-serving" narrative is rejected by India.

The representative from Pakistan, according to Harish, "advanced a false and self-serving account" of Operation Sindoor. He emphasized that the operation was a direct reaction to the terror attack that killed 26 civilians in Pahalgam in April of 2025. He reminded the Council that the UNSC had called for the prosecution of the attack's perpetrators, organizers, financiers, and sponsors, and that India had acted in exactly that manner.

He reaffirmed that "it is not normal to tolerate Pakistan's continued use of terrorism as an instrument of state policy" and that "terrorism can never be normalized as Pakistan wishes to do." India will take all necessary steps to protect its citizens, Harish emphasized.

"Operation Sindoor was responsible and measured."

The Indian envoy emphasized that the sole goal of Operation Sindoor, which was calibrated and non-escalatory, was to destroy terrorist infrastructure in Pakistan and Pakistan-occupied Kashmir (PoK). He emphasized that after Pakistan's military made direct contact with Indian forces to request an end to hostilities, the country's aggressive stance prior to May 10 changed. Images of burned hangars, damaged runways, and damaged Pakistani airbases are publicly accessible, according to Harish.

"Pakistan is unable to discuss J-K."

Harish firmly declared that Pakistan has no right to comment on issues that are specific to India in response to Pakistan's comments regarding Kashmir. The Union Territory of Jammu and Kashmir "has been, is, and will always remain an integral and inalienable part of India," he restated.

The Indus Waters Treaty is suspended.

Regarding the Indus Waters Treaty, Harish claimed that although India signed it with good intentions 65 years ago, Pakistan consistently broke its terms by starting wars and funding thousands of acts of terrorism. Following the Pahalgam attack, India declared that the treaty would be suspended until Pakistan effectively and permanently put an end to cross-border terrorism.

India draws attention to Pakistan's declining legal system.

Pointing to what it called a military-led constitutional coup under the 27th Amendment, which gives Pakistan's Chief of Defense Forces lifetime immunity, India also urged Pakistan to reflect on its internal governance.
